Visa and HKSTP Forge Strategic Collaboration to Advance Innovation and Digital Commerce in Hong Kong

11/02/2026

Visa, a global leader in digital payments, and Hong Kong Science and Technology Parks Corporation (HKSTP) today announced the signing of a Memorandum of Understanding (MOU) during Hong Kong FinTech Week x StartmeupHK 2026, establishing a strategic framework to bring Visa’s global commerce and payment innovations to Hong Kong and collaborate with HKSTP to explore and develop new solutions across AI and agentic commerce, digital payments and ecosystem engagement. The collaboration aims to address evolving needs in Hong Kong, the Greater Bay Area and wider Asia-Pacific markets, while contributing to Hong Kong's continued development as a leading international innovation and financial hub.

“Hong Kong has the talent and entrepreneurial energy to create innovations with relevance far beyond our city,” said Paulina Leong, General Manager of Visa Hong Kong and Macau. “HKSTP has built a vibrant ecosystem that gives home-grown fintechs and start-ups the environment to innovate and grow. Through this partnership, we can bring Visa’s global network, technology and expertise to help innovators turn promising ideas into trusted, real-world solutions and scale them to markets around the world. Ultimately, this is about connecting Hong Kong innovation with global opportunity and reinforcing the city’s role as a launchpad for ideas that can shape the future of commerce globally.”

“Collaboration across industries and sectors has always been central to what we advocate,” said Terry Wong, CEO of HKSTP. “This signing represents not only a strategic partnership, but a testament, at the same time, to our expanding network in supporting the growth of tech ventures, and a reflection of our continued commitment in advancing the city’s I&T landscape.”

Exploring new possibilities for commerce and payments

The collaboration responds to a rapidly evolving commerce and payments landscape driven by emerging technologies. As AI continues to reshape digital experiences and emerging concepts such as agentic commerce create new possibilities for how consumers and businesses discover, purchase and pay for products and services, the need for collaboration across the broader ecosystem has become increasingly important.

Under the MOU, the two organisations will collaborate across three areas:

  • AI and agentic commerce: Leverage Visa's global AI and commerce innovations, including Visa Intelligent Commerce, to identify, develop, and pilot use cases for Hong Kong and explore opportunities to scale into other markets.
  • Digital payments: Explore digital payment innovation across logistics, fintech and other innovation-driven industries, supporting technology ventures in advancing payment digitalisation and identifying new opportunities to apply Visa’s global payment capabilities in real-world business environments.
  • Ecosystem engagement: Promote knowledge exchange and industry engagement across AI, agentic commerce, fintech and digital payments, bringing together perspectives from across Hong Kong’s innovation ecosystem.

Through this collaboration, Visa and HKSTP aim to connect global expertise and innovation with real-world business needs, exploring practical solutions that can advance the future of commerce and payments and support Hong Kong’s evolving digital economy, with the ambition to pioneer approaches with broader relevance across regional and global markets.

Visa and Hong Kong Science and Technology Parks Corporation (HKSTP) signed a Memorandum of Understanding (MOU) to bring global commerce and payment innovation to Hong Kong, co-develop locally relevant solutions and explore opportunities with broader relevance across regional and global markets.
